MARK D. FARRELL, P.E.
Mark D. Farrell, P.E., is Co-founder, President and Principal Engineer of Water Resource Associates, Inc. (WRA), a civil engineering and environmental consulting firm based in Tampa, Fla. Farrell was formerly the Assistant Executive Director of the Southwest Florida Water Management District (SWFWMD) for the last eight years of his 12-year tenure with the agency. At SWFWMD, he was responsible for the development of water resource programs, regulatory matters and overall management of District operations. Prior to serving the District, Farrell was a senior environmental engineer for BP America, handling multi-state industrial wastewater and solid waste concerns.
Farrell's areas of practice and expertise include:
- Long-term water supply planning for state, national and international governments
- Alternative water source development
- Site civil engineering and permitting
- Stormwater Management Plans
- Development of water resource management plans and regulations
- Feasibility studies for seawater desalination facilities
- Creative financing methods for the development of new water sources
- Litigation Support Services
Farrell received his bachelor's degree in civil engineering and master's degree in environmental engineering from West Virginia University, and a master's degree in business administration from the University of Pittsburgh. He is an adjunct professor in the graduate school of Environmental Science and Policy at the University of South Florida. He is frequently called upon to speak to local, state and international audiences about developing alternative sources of water supply.
